Have you contacted the media? I think someone had given that suggestion? Even go for the heavy hitters, if possible. This sounds like something investigative reporters would love to get their hands on.
At the same time, I don't want these kids to get an idea it would be a great way to become "famous."
I on't see what else you can do though. Do you have a neighborhood watch?
